As in previous years, Hong Kong’s domestic tax law has continued to evolve. Notably, following a period of public consultation, legislation to implement the global minimum tax and the Hong Kong minimum top-up tax was enacted in June.
In addition, the Government has recently introduced the inward company re-domiciliation regime, aimed at further enhancing Hong Kong’s appeal as a business hub. Several additional proposals to enhance existing tax regime are also under consideration.
The IRD has issued new guidance, including illustrative examples, on the patent box regime. The IRD has also continued to provide further guidance on the FSIE regime and has addressed the profits tax implications for employers arising from the abolition of the MPF offsetting mechanism.

Suspension of eTAX services for 4 days

Suspension of eTAX services for 4 days from 9 pm on 17.07.2025
The eTAX system will be enhanced by providing three tailor-made and more user-friendly tax portals for individuals, businesses and service agents, namely Individual Tax Portal (ITP), Business Tax Portal and Tax Representative Portal. To facilitate the roll out of the new tax portals, all eTAX services will be suspended from 9:00 p.m. on 17 July 2025 and to be resumed tentatively on 21 July 2025.
To minimize the impact on existing eTAX Account holders, the user profiles of all eTAX Accounts opened before the suspension of eTAX system on 17 July 2025 will be migrated to the ITP. Existing eTAX Account holders can log into the ITP in the same manner as before. Please note that all key-in data for return filing saved before the suspension will not be carried over to the ITP.
