About the Seminar

The Hon Paul Chan Mo-po, Financial Secretary of the Government of the HKSAR, will deliver the 2025/26 Budget on 26 February 2025. While the external environment has turned more challenging recently, it is important for the government to come up with measures that support and enhance the future sustainable development of Hong Kong, solidifying our path toward sustainability through fiscal and tax strategies.

In this seminar, Ms. Winnie Shek, the President of TIHK, Ms. Ada Ma and Mr. Desmond Wong, the Council Members of TIHK, will discuss the highlights of the 2025/26 Budget and share their insights with our members.

Speaker Profile

Winnie Shek has over 20 years of professional experience in Hong Kong, PRC, and cross-border business and tax advisory services.  She is specialized in providing tax and regulatory advice to multinational corporations, State-Owned Enterprises, listed companies as well as high-potential private companies. She has deep experience in all kinds of corporate tax projects, from general tax/regulatory compliance to tax planning and implementation including investment strategies and corporate reorganizations. She is particularly experienced in providing pre-IPO tax solutions to her clients, including identification and cleaning-up of uncertain tax positions, advising the tax implications from pre-IPO restructuring, etc.

In addition, Winnie has diverse experience in resolving contentious issues and disputes with local tax authorities in Hong Kong and the PRC.  She is experienced in resolving tax controversies related to related party transactions, inter-company recharges and cross-border payments.

Her broad and extensive client-serving experience covers various industries, including telecom, digital business, consumer products, property development and construction, energy & resources, etc.

Apart from her partner role in Deloitte China, Winnie also serves as a President of the Taxation Institute of Hong Kong (2024 to present). She is also a frequent speaker at various seminar and tax workshop.

Ada is the Partner in the tax services practice, focusing on business tax services, based in Hong Kong. She provides Hong Kong and Australia tax compliance and advisory services to multinational, local corporations and entrepreneurial as well as non-profit organization. Ada is also leading the Global Incentives and Location Services in Greater China. She assists clients in site selection and identify the business incentives to help select optimal locations, secure and realize maximum savings for both tax and non-tax incentives, create operational efficiencies that reduce project costs associated with employment growth and capital expenditures.

Ada has extensive experience in principal and global structuring planning, Certificate of Residency status application, trust and family office advice, IPO review, inbound and outbound investments, supply chain management, business integration and reorganization, operation review, offshore claim exercise and intellectual property licensing and planning. Ada contributes tax technical articles to newspapers and technical journals as well as a frequent speaker at tax seminars organized by various professional bodies in Hong Kong.

Desmond joined PwC Hong Kong in 2007 and is a Partner of PwC Hong Kong’s corporate tax practice, leading Hong Kong corporate tax in the Technology, Media and Telecommunications (TMT) sector.

In 2012, Desmond was selected for a three-year secondment programme with PwC US, where he worked in the Los Angeles and Atlanta offices. His responsibilities included US tax accounting and international tax projects.

Desmond possesses extensive experience in providing Hong Kong and international tax services to multinational clients across various sectors, including TMT, Industrial/Consumer Products, Private Equity funds, as well as investment sectors. His involvement has spanned tax investigations, corporate restructuring, cross-border tax advisory projects, tax due diligence, tax and debt structuring, tax ruling applications, stamp duty, and IPO projects. He has also served as the regional tax coordinator for numerous PwC clients with a global presence.
