Speaker Profile

Ms Lusan Hung is the Head of Budget and Tax Policy Unit in the Financial Secretary’s Office since October 2024. She is a Fellow Australian Chartered Accountant, a Fellow Hong Kong Certified Public Accountant and Chartered Tax Adviser. Prior to joining the HKSAR Government, Lusan ran a tax consulting practice and provided tax, accounting and business consultancy with experiences gained in Australia, Hong Kong and the U.S respectively as well as serving as Independent Non-executive director and Audit Committee Chair for companies listed in the Mainland and Hong Kong. She is a past chairman for Chartered Accountants, Australia and New Zealand (CAANZ) – Hong Kong group and served on the Board of CAANZ as Overseas Director; a founder member and past president of Association of Women Accountants (Hong Kong), and an ex-committee member of The Taxation Institute of Hong Kong. She had also served many tribunals, boards and committees for the HKSAR Government, various accounting bodies and community organisations.

Dr Hon Webster is a Fellow Certified Public Accountant (Practising), Chartered Tax Adviser and Registered Six Sigma Champion.  He obtained his Doctor of Business Administration degree from The Hong Kong Polytechnic University in 2025 and currently be Legislative Council Member representing the Accountancy Functional Constituency.

Dr Ng is the founder of Webster Ng & Co., Managing Director of AC CPA Limited and Senior Partner of Uniontax (Shenzhen) International Tax Agent Firm Co. Ltd.  He is currently the Independent Non-Executive Director and Chairman of Audit Committee of two listed companies.

Dr Ng has been a member of the Sixth Election Committee (Accountancy), an Advisory Committee Member of Accounting and Financial Reporting Council (AFRC), Past President and Council Member of the Society of Chinese Accountants and Auditors (SCAA), Past President and Advisor of the Taxation Institute of Hong Kong (TIHK), Director of Accountancy Development Foundation Limited and Accountancy Caring Alliance Limited.  Additionally, he is a member of Tax Policy Committee of the TIHK and has been appointed as Honorary Council member of the China Certified Tax Agents Association (CCTAA), Research Committee Member of China International Taxation Research Institute and Accounting Consultant of the Department of Finance of Guangdong Province.

Dr Ng has held various positions in accountancy sectors, and is currently a member of the Small and Medium Practices Committee of Hong Kong Institute of Certified Public Accountants (HKICPA) and SME committee member of The Association of Chartered Certified Accountants (ACCA).

In terms of public service, Dr Ng currently serves as a member of the Lump Sum Grant Steering Committee (LSGSC), Honorary Treasurer of Social Workers Registration Board and Non-Executive Director and Chairman of Audit Committee of eMPF Platform Company Limited.  He was commended as Distinguished Service for Community Building Awardee in 2018 and appointed as Justice of the Peace in 2022.

Dr Ng holds the fellow membership of HKICPA, ACCA, TIHK, SCAA, the Institute of Chartered Accountants in England and Wales (ICAEW), and The Hong Kong Institute of Directors (HKIoD).  He is also an ordinary member of The Hong Kong Independent Non-Executive Director Association (iNEDA) and the Association of Hong Kong Professionals and a founding member of the Hong Kong Professionals and Senior Executives Association (HKPASEA).
